Because the CIA is(to their displeasure) turning into a revolving door organization. People join the CIA, get experience, and then leave and join contracted intelligence firms that do the same thing. He could very well be an employee of an intelligence company working for the US, and thus still very much in the game.

◊ Australia already had very low rates of gun homicide even before the ban, and it seems to have had little to no effect in the long term. Depending on the source, there's actually some indication that gun violence increased very briefly after each successive ban before falling back to normal (already falling) levels.
