What the fuck? Not even my family makes that.
Its basically part of the Go P's new attitude idea (one of many theyre trying out) of "Okay. we'll allow immigration. But only of the brain drain sort. Anyone who isnt solidly middle class or rich doesnt deserve to come to america"

It's a killer amendment - an amendment that is designed to water down the bill to uselessness.
Anyhow, they discussed the Cruz 1 amendment that wants to see several border security measures (including the fence that will take a lot to build) before the permissions can start, and killed it.

What they want is for them to retain their illegal status yet keep seeking to enter the country, so they can be employed for slave wages. Therefore they'll make sure that their pet Congressmen water down immigration reform so as to ensure that there will still be an ample supply of exploitable low wage workers.
It's really not hard to understand when you realize who's actually behind it and what their motives are.
