There's a rational debate to be had about the proper role of the federal government in various things. Rubio seems to be alluding, however obliquely, to the fact that the GOP has over the past 30-40 years been the party of big federal deficits.
Still, one of the government's key roles is to be the "last resort" for shit hitting the fan. It's the lender of last resort, the borrower of last resort, the spender of last resort, the insurer of last resort, the employer of last resort... that's why we have it in the first place.

Considering how expensive international shipping charges can be, I'm failing to understand how applying sales taxes to in-country companies across state lines will actually hurt business all that much.
