So has the administration actually done anything about those laws? Because I haven't heard of him actually responding to that lately, what with all the other circus stuff going on. That and I think people were a lot more interested in the states that legalized or defeated attempts to illegalize the whole gay marriage issue.

Wow, that's...really stupid. There's a little thing that deals with the carbon dioxide we produce effortlessly, oh what are they called, I can't quite remember. Oh yeah. PLANTS. Cars are bad in this respect because of all the other junk that goes along with the exhaust. Our breathing isn't going to do much.
So I decided to do some digging and check numbers on the claim that humans put out more CO 2 than our cars.
Here
is a breakdown of your CO 2 emission rate based on your current level of activity. I'm going to make an estimation of 8 hours sleeping, 13.5 hours resting/low activity, 2 hours normal, and 0.5 hours heavy exertion — which, if anything, is a dramatic overestimate of the average American's physical activity. This comes out to a single person putting out about 0.749 m^3/day of carbon dioxide, or 273.385 m^3/yr.
The US population is about 300 million, so this comes out to about 82 billion m^3/yr of CO 2 for all of us.
I have to do some more math to turn this into metric tons, because that's how we measure emissions in pretty much everything else. This
was my source to get 509.1 liters per kg of CO 2, which we can convert to m^3/kg.
This gives us about 161 billion kg / yr, or 161 million metric tons per year of CO 2 exhaled by the entire US population.
The EPA
averages that cars emit 8.92 × 10-3 metric tons CO 2/gallon of gasoline. The EIA
estimates that the US consumes about 134 billion gallons of gasoline a year.
This comes out to 1.2 billion metric tons per year of CO 2 emitted by all the cars in the country.
So not only is that guy full of shit, but he's full of shit by a factor of almost ten even if you make generous estimates of physical activity and include a person's emissions for the entire day.
Oh, and this doesn't count all the CO 2 emissions of drilling, refining, and transporting oil overseas or anything to get the gasoline to your car in the first place — that's just what comes out of the exhaust pipe.

About the CO2 thing: The other thing he's missing is that all CO2 we're exhaling has recently been absorbed by plants and thus doesn't change the atmospheric CO2 concentration. Oil-derived CO2 is being released from rock and isn't balanced.
