Income taxes are lower for everyone today than they would have been if the American Taxpayer Relief Act hadn't gone into effect. While top marginal rates are rising for those making over $400K, those earners still get a cut on their income up to $400K.

Social Security is one of the most widely popular programs in the nation, it takes much more good will then the Republicans currently have to even discuss touching it seriously.
Yeah. The GOP is not particularly popular now. Even if they were they'd have a hard time removing those without getting ousted. That's one of the reasons they fought against Obamacare so vehemently. Once people start benefiting from it it will become almost impossible to remove.

The Democrats will agree with the Republicans to hit Social Security and Medicare.
The White House will champion those hits as "tweaks". Congress will claim those "tweaks" will help the economy. People will claim that those hits aren't as bad as they really will be.

They don't have to actually filibuster the bill, just state their intent to. Harry Reid is attempting to reform it so that people would have to actually filibuster the bill, rather than just saying they want to.
