We found out in 2016 that the FBI harbors a vocal cadre of hard-right folks who buy into all the "Democrats are evil" conspiracy theories.

It’s a big organisation with lots of different people. You’ve got everything from the people on the initial Russia investigation through Muller and Comey all the way to the people who worked with Rudi to try and smear Hillary.

It's like people working at the White House. You've got random interns who are just trying to do their job regardless of political affiliation, and then you've got people like Stephen Miller.
Like when Comey single-handedly cost Clinton the election with the whole email server debacle. There may be still some good people left in the FBI but that number is getting smaller and smaller with each year.
Comey was also fired by Trump for not being willing to sweep his crimes under the rug and enabling the Mueller Investigation to occur.

He broke the law and helped Trump win the election due to pressure from Rudi, he then refused to break the law further and got fired for it.
If you stab someone on behalf of your friend and then get yelled at by both the person you stabbed and your friend (who wanted you to stab them more), you’re not a neutral party who did the right thing.

In addition, although he probably would not admit it, I also get the impression that as a Republican, Comey was pretty on board with the idea of generating bad publicity towards Clinton, especially because he assumed, like most people, that she would still get elected (and needless to say, he would not have any issues with that publicity hampering her presidency).
That doesn't mean that Comey doesn't have some scruples, which are obviously evident in his opposition to despotic actions by Trump, but his role in investigating Clinton was pretty much a case of bad outcome and bad intent.
So, with that in mind, it also seems plausible to me that the Hunter Biden stuff is a repeat of the same tendencies in the FBI.

The Republicans had spent thirty years smearing the Clintons by the time the 2016 election rolled around. It should not be understated just how many people had come to believe there had to be some sort of fire underneath the huge wafts of smoke, year after year after year, that conservative propagandists were fanning out. Some people had spent literally their entire adult lives hearing the words "Clinton Crime Family" repeated ad nauseum.
It's not really surprising that some people within the FBI were totally convinced by it, especially since the profession of law enforcement itself tends to skew conservative.
