A Universal Healthcare Executive Order couldn't defund Homeland Security; it would have to defund things from Health and Human Services in order to work. Remember, Trump's wall was only legal because he declared it a Military expenditure thing and pulled money exclusively from Defense spending. On top of that, the minute Biden does that, say goodbye to actual funding for HHS in any Budget, and another excuse for Republicans to cause Shutdowns.
There's also the fact that a 6-3 Reactionary Court will in no way preserve a Universal Healthcare EO...
You always have to ask yourself: do i trust trump with this power? Because it's very likely democrats aren't perpetually in power and so one day, whatever mechanisms are invented today will be wielded by evil people in the future.
There's a lot that Biden can do on all sorts of fronts, there's no need to dismantle democracy to do it.
In the end, if both the Senate and Supreme Court are lost then all Biden has to do is funding for federal agencies and E Os.
But Trump's expansion of powers have their benefits (which is what we're discussing) as well as drawbacks. For example, Biden doesn't have to send his Cabinet Appointees before the Senate since Trump made "acting" a precedent.

While this is true to some extent we have to be carefull to give stuff lost to the republican because it fuel polarization by territorilizing goverment agency and funtions into parties.

Are there any normal channels? Specifically, ones that aren't rendered useless by republican holdouts?
On the good news side of things, Trump's legal cases are utterly failing. The Michigan courts have actually refused to hear Trump's case due to lack of evidence. Which among other things means that they don't have a ruling they can appeal.
Which I'm sure is deliberate.
They're not allowing them to go to the Supreme Court.

, as Chief Justice Roberts and Justice Kavanaugh hint that while the Individual Mandate may be illegal, the rest of Obama Care would not be, and are speaking positively of the "Severability" of the Law (IE, making the Mandate Illegal but leaving the rest of it alone).
So Obama Care might survive, and if we somehow get a Majority now or in 2022, we could find new ways to finance it. We'll know in the Summer if Obama Care lives or Dies, but right now its in our favor...
Also regarding the ACA Supreme Court case: Who's to say Republicans can't now use the SC to get rid of anything they don't like: Social Security, Medicare, etc.?
Everybody's celebrating that Biden is President now, but it will be 4 years of him literally unable to do anything with the Republicans still controlling our lives

Ironically, the biggest thing Joe could do without the SCOTUS issue being a problem is dismantle the DHS and dissolve ICE.

He could try and kneecap DHS through unofficial means, but that would almost certainly not end well.
They should have sent a poet.
