The governor makes an appointment once she resigns, the appointment holds the seat until 2022 and the seat is contested as normal in 2022 (if it hadn't been already up in 2022 the 2022 winner would hold the seat until it was due to be up).
It's unknown. Unless the governor has said something very recently.

He is very much a rule abiding sort of evil, so I think it is unlikely he could be pinned down on actual crimes.

It's very unlikely that Mc Connel has ever done anything illegal. He writes the laws, why would he need to break any of them?

Kentucky's Democratic Population exists in Louisville, Lexington, and Ashland. What I'm suggesting is there's no effort to register these votes, combat suppression, and energize them to vote for their interests.
But everytime I bring this up, people react like it's all fanatical loyalty to the Republicans.

He knows that breaking norms doesn't have any legal consequences, and there really is nothing the opposition can do about it.
