Part of me would like something in that style, reminiscent of the museums that eastern European countries have about their communist regimes, or South Africa has about apartheid. “This was the Trump Presidency: never again.”
But I think it would be a self-indulgent distraction. Trump has made many things worse, yes, but he’s built on injustices and bigotries and forces of oppression that already existed through Democratic and Republican presidencies alike. The focus needs to be on real, substantive change to root out those evils, not just saying “Oh good, he’s gone and things can go back to normal; everything bad was just Trump, not a sigh of anything deeper”.
It'll almost certainly be a private, non-NARA library. Trump will want to personally control its contents to stroke his ego for all eternity, so no way he's gonna allow a federal agency to have any say in the matter. And hopefully NARA will refuse to play ball with his inevitable selfish demands.

If Trump loses, my prediction for him is the same as it's always been. He'll flee to "Southern White House" Mar-a-Lago and claim that he actually won the election but the Democrats cheated and stole it from him - playing up his debunked claims that mail-in votes are voter fraud and that millions of Mexican border-crossers illegally voted.
From the safety of his Florida resort, Trump will declare himself Totes Actually President for Realsies and proceed to try and legislate from afar. This will consist entirely of Tweeting about what he thinks Republicans should be doing, complaining about crooked Democrats, ranting on whatever his new conspiracy theory of the day is, and performing stochastic terrorism. Same stuff he does now, minus the power to actually do things. He may even try to get Trump TV up and running.

Politics is the skilled use of blunt objects.Sad thing is, to a suburban Christian housewife, "You can be anything, even Supreme Court Justice, if you live your life by Christ's law," probably does sound pretty empowering.

Bad dystopian fiction is the go-to tool for people who want to spread ideology without having to limit themselves to actual facts. Since it takes place in the future, and is labeled fiction, you can create any situation that you want to and you won't get sued for slander.
Orwell's Nineteen Eighty-Four was written to show how dictatorships work. Bad dystopian fiction, on the other hand, just work on the principle that "I hate [group of people], so I'm gonna prove that they're evil by writing a fictional story where they do evil things."
EDIT: Also, sometimes it's easier to convince people through fiction. If an Islamophobe simply say "Muslims want to kill us all!" people will point out that that's not true. But if he writes a novel about Muslims wanting to kill us all, people will be more susceptible to that false claim since they're not being directly asked to accept it as true; they're just asked to imagine that scenario.

There's been speculation down here in Brazil that it's possible he'll try to flee here because Bolsonaro will welcome him to open arms. I certainly hope that won't be the case, but we unfortunately do have a habit of welcoming white supremacists into the country, including confederates and nazis so...
