This might theoretically happen in real life, but nobody's entirely sure. There are alleged cases that are somewhat dubious.

The company will plead guilty to three federal criminal charges as part of a settlement of more than 8 billion dollars, according to the U.S. Justice Department. These charges include conspiracy to defraud the United Sates and violating federal anti-kickback laws. The deal does not release any of the company's executives or owners — in particular the wealthy Sackler family — from liability and they are still under criminal investigation. The chairman of the company (who came aboard in 2018) admitted responsibility in a statement.
Purdue will enter bankruptcy proceedings, in which it is not expected that all of the money fined will be recovered, and will be transformed into a "public benefit company", operated by a trust that will oversee distribution of the settlement money to treatment programs. The Sacklers are handing over their interest in the company.
Massachusetts Attorney General Maura Healey says that the Justice Department "failed" to hold Purdue properly accountable and sees it as rushing to a settlement ahead of the election. Democrats in general oppose the structure of the deal as it would make the government responsible for selling oxycontin, the opioid at the heart of the crisis in America, even as it works to treat the harm done.

They mention that criminal investigations into actual real people who exist and committed the crimes levied at Perdue are ongoing, but I'm not holding my breath. Corporate Personhood allowing the wealthy to go "Whoops, bad company! Bad!" and then just set up shop in a new company and keep doing what they're doing is the standard fare for this sort of thing.

You'd think he would know better than to compromise himself like that in a Russian hotel room, where he is guaranteed to be filmed.
Not to mention doing it in front of an apparent reporter. I mean, really, what was he thinking there?

Hope shines brightest in the darkest timesPeople like that simply don't believe that rules and principles apply to them. It's a remarkable sort of blind spot but it's very real and documented.

If the answer is elusive, never rule out ninjas!"Basically, Giuliani thought he was giving some sort of interview to a journalist in a Russian hotel room, and was, for some insane reason, groping his crotch, when the film makers of Borat burst into the room and shot him a line about the reporter being 16 and too old for him, and it turned out that he was being filmed for a sequel to Borat. This film maker apparently loves to do this style of Candid Camera film making, where unsuspecting people are filmed and end up in his movie.
So now Giuliani is going to be in this foreign movie in an extremely unflattering performance as a paedophile.
The woman was 24, the underage thing was just a line in the script. She is also the film director's daughter, if you're wondering how she got involved.
And I think this probably falls under Reality Is Unrealistic.

The whole conceit of it is that it’s a Western film series, in which an actor pretends to be from a (I believe) fictional eastern european country and punks people. And he punked Giuliani, though it was mostly Giuliani doing it to himself. They just got the cameras on him, but I’m sure he’s done this sort of thing before to actual journalists.
The country (Kazakhstan) is real, but its portrayal in Borat has basically nothing to do with the Real Life country and actual Kazakh people hate it.
