I don't think the Secret Service would have a say in that. If it was an official warrant, they'd have to stand down.
But Barr would be insane to do that, especially so short before an election. If Biden wins, and he very likely will, that would put Barr in a whole world of hurt, and he obviously would rather not end his career so soon.

It's more whether he'll be able to get employed elsewhere after Trump, or if he'll do something so toxic even Rupert Murdoch wouldn't be willing to stick his neck out on it. Or possibly have charges laid against him.

Is it just me or does Gov. Whitmer seem to be the target of an abnormal amount of virulent hatred?
So first Michigan arrests Vote Intimidating Republicans, then Michigan gets the FBI to help them arrest a literal armed militia who was trying to overthrow and kill the Michigan Government?
If I lived in Michigan right now, I'd be terrified that the state for the next Couple of years is gonna be a hotbed of Right-Wing Terrorism.

I think this is a mistake on Biden's part; he should've taken the Debate just to make Trump look bad for not doing it.
A retired judge of the German Constitutional Court has written an op-ed criticizing the practices of the US Supreme Court

) regarding:
- The tendency of the court to vote in terms of partisan blocs of judges appointed by Republicans vs judges appointed by Democrats.
- The lack of deliberation and discussion, which instead takes form of an almost anonymous vote.
- The way the majority opinions come to exist, which invites horse-trading and strategic voting to get your name onto the decision.
- The staff of the SCOTUS judges gets far more money from law firms than their actual salary.
- It is not even necessary for a judge to partake to deliberations before casting their vote.
- There is no opportunity for judges to ask questions to parties, and thus oral arguments see judges interrupting each other.
- The fact that judges serve for life encourages partisan behaviour not only in the Senate but also of judges, as the partisan equilibria don't shift quickly.
- It also makes the jurisprudence of the court unduly dependent on chance events such as the death of individual judges and even incompetent judges can still stay on.
- A "majority decision" can occur even if the judges carrying it have totally divergent arguments for getting to it (n.b not only does this happen, there even have been recent SCOTUS cases about how a SCOTUS judgment has to be interpreted when the arguments aren't coherent).
- In part SCOTUS also overturns its earlier rulings far more frequently than some comparable non-American courts, despite stare decisis.

Also Biden, Obama and Hillary all have Secret Service protection, so Barr also has to weigh the risk of the Secret Service simply saying no to any warrant he tries to issue.
That and Pelosi might send the House Sergeant at Arms to arrest Barr if he tried such a move. Hell she could back him up with the Capitol Police or theoretically even get the democrat governor of Virginia to back him up with the Virginia National Guard if it came to it.
Trump isn’t going to win if things turn violent, which provides a strong incentive for his allies to not turn things violent.
