problem: Presidents are required to fight wars in order to be installed in the pantheon of Great Presidents™. Second, they might succumb to the notion of recharging the economy via a Big War.

EDIT: Although the interventionist part is somewhat recent, pre- WW 2/Cold War America was very isolationist (at least when it came to the affairs of Afro-Eurasia).

As for Presidents going to war, that's partly because that's one of the few areas where the President is largely in control. On domestic matters they can't do much besides veto legislation and act as their party's spokesperson; if they want to be seen as directly making a difference, it almost has to be in the field of foreign affairs.

Tremendously. The poor old war dog was far to trusting when assigning positions in his cabinet. His "friends" screwed him and the US economy over, leading to a rather long recession.
Warren Harding encountered a similar problem.

True. The President doesn't have any real power over Congress — all the President can do is attempt to persuade members to follow their wishes.
