Almost nothing. This is totally retaliation for Pelosi telling him to postpone the Sot U.
Not to beat the "I hate Mitch drum" anymore but Mitch has and always has not actually cared about democracy or its procedures. He's every bit the authoritarian strongman that Trump is except he uses Loophole Abuse and bureaucracy to thwart the efforts of the people. There's a lot of gerrymandering, election fraud, and candidate control in Kentucky (and he still barely won last election) but it's in all other works he does:
- The delay of hearing a Supreme Court justice nominee until Trump was elected.
- Avoiding meeting with anyone about the Shutdown to prevent Republican defections.
- Having a majority vote for legalization of marijuana in Kentucky then choosing not to have the vote this quarter, then not having the next quarter.
The list goes on an on.

It was accomplished despite pressure to remove all adds on local television, blocking her from her job, and the near nonexistence of a Democratic machine.
But if people are expecting Mitch to ever fold, smarten up, or behave like an adult then they are looking to the wrong person.
Mitch blocks opiod relief, medicare, food relief, and other stuff for Kentuckians. The government shutdown is just Tuesday for him. He's not a racist at least. He's happy to kill the "surplus population" of poor whites as much as any minority.

Well, I just perused the Wikipedia article on the matter and the Constitution only really asks that a report is given on the state of the union.
Until Wilson, apparently, this was even done in writing.
So its probably, legally, possible. But it could still crash down in really really bad optics.
