There's no way it's enough to declare a state of emergency, of course. There have been times when American cities were basically bought outright by criminals and no emergency was declared.

Let me see if I'm getting this straight: Trump is trying to make the shutdown seem like it's not a big deal with this move...but he's still screwed it up? Can the Democrats still use this to their advantage?

x2 I actually posted something about this earlier, but I had no idea they were doing it in a very cruel (and potentially illegal) method. I also didn't know that Trump was already circumventing the Shutdown with shady (and again, potentially illegal) methods. Essentially, Trump is a)defanging the Shutdown (so why would Democrats want to re-open it if everything necessary is going to run through a shut down anyways?) and b)already acting like he has 'national disaster authority'.
The words you're looking for are "Unpaid Internship"... Also known as "Slavery".
I hope that lawsuit that the Federal Workers demanding pay through this specific shutdown succeed. Federal Workers, even those deemed 'unessential' should be paid, regardless of the status of the Government (personally, I'd rather it be impossible to shutdown the Government, but still).

A federal worker who was working without pay patiently explained to frustrated callers that no, she could not connect them to the person they needed to talk to, because that employee was furloughed for the shutdown. Mr. Dean recently received a letter from the Bureau of Prisons assuring city officials that the bureau would pay its utility bills, though the payments might be slow to arrive.
But prison workers were facing trouble even before the partial government shutdown. At least two-thirds of the Marianna staff members sustained hurricane damage to their homes, according to prison managers. The local prison officers’ union estimated that 10 percent of its affected members experienced total property losses.
Charles Jones, 32, a corrections officer and vice president of the union, said he and his wife were expecting their first child next month. “Because of the storm, I’ve already had to defer a payment here and there for my car,” he said. “Those are the basic things that we’re trying to do.”
Robert Richards, 33, returned from a monthlong stint in Mississippi the day after the shutdown began. He said he was owed about $2,500 in expenses. “We’re tired of being put in the middle,” he said.
“I voted for him, and he’s the one who’s doing this,” she said of Mr. Trump. “I thought he was going to do good things. He’s not hurting the people he needs to be hurting.”
Well at least they're finally admitting it out loud.
It's almost like the purpose of government should be to govern instead of hurt people.
Writing a post-post apocalypse LitRPG on RR. Also fanfic stuff.@Discar: To be fair, governing, almost by definition, is selectively hurting people. Any law, edict, etc any government makes ultimately has a long series of footnotes which end in "or we'll hurt (and possibly kill) you".

On the other hand, the headlines write themselves. What the administration prioritizes demonstrates it's priorities. So, tax rebates before feeding America's starving population. That's one to keep for 2020.
