My guess is that shutting down Homeland Security temporarily means they can turn an even more blind eye to domestic terrorism

The Department of Homeland Security needs to be dissolved, not just ICE. It is a useless despicable agency that drains the economy and makes it more difficult for the FBI as well as CIA.

Only if we figure out a way to resolve the Jurisdiction Friction that allowed 9/11 to happen in the first place - the FBI and CIA both had half the puzzle pieces, and were reluctant to give their half to the other side.

My understanding is that their reluctance to share information with each other boils down in part to the differences in how law enforcement and intelligence organizations gather information and sometimes differences in interests.
Essentially, as police, the FBI needs more evidence in order to act, but the CIA needs to keep certain things secret for the public good.
Leviticus 19:34Yeah, dissolving DHS and ICE is a non starter. Broad institutional reform is necessary, but wiping them out is quite frankly a dumb idea, especially considering the reason they exist. Before they were brought together customs and border security and investigations were a jurisdictional nightmare, almost nothing got done.
That said, ICE needs a hell of a lot of help.

They should have sent a poet.National Insurance Contributions are ring-fenced. 80% of NHS funding comes from general taxation and the remaining 20% comes from NI. The rest of NI gets spent on unemployment benefits, disability benefits, etc. NI is the UK's social security net, basically.
While it is ring-fenced, governments can appropriate money from it for other things. So, it's the kind of ring-fence that can be chipped away at and destroyed over time, which is exactly what the Tories have done.

Re Jurisdictional Disputes: Much of the problem revolved around the fact that the FBI, as a law enforcement agency, is required to protect the privacy of it's sources; while the CIA, as an intelligence agency, is required to make it's sources available to the Executive so that the quality of the intelligence can be assessed. This was partly resolved when far fewer legal rights began to be extended toward non-citizens, esp. overseas. This is one reason (though not the only one) why domestic terrorism has come under less intensive surveillance than foriegn based terrorism (because domestic generally involves US Citizens, who have legal rights).

That’s also incorrect.
Deportation is really a pretty small part of what ICE is up to on a day to day basis. Customs enforcement is their main role. They’re the largest investigative agency in DHS so they get used for a lot of different cross-border criminal investigations.
What you might be thinking of is the agents complaining that the ICE name was harming their work. The name has become so linked to deportation raids that agents working on other stuff have trouble gaining cooperation from civilians and even local law enforcement.
