It's exactly why Republicans are so effective at voting campaigns. Their transparent fear-mongering works. That's why they do it. By presenting every election to their voterbase as "Only YOU and YOUR VOTE stands between America and COMPLETE SATANIC LIBERAL ANARCHY," they terrify their voterbase into turning out.
Democrats have the opposite problem. It's similar to the Temporarily Embarrassed Millionaires problem with the middle-class: Democratic voters are a Temporarily Embarrassed Majority Party. They approach the progress of liberal values as a sure thing, something that is guaranteed to take place by the narrative course of the world.
The good guys will win, the Nazis will be taken down, it will all work out in the end. So why bother voting? A lot of people with liberal views are in their 20's, fresh out of school and still living in the emotional bubble that says that someone's looking out for them. They don't grasp the personal responsibility that is the right to vote. They don't have the life experience to grow into their adulthood yet.
This attitude that vaguely-defined authority figures will just take care of everything is ultimately reinforced whenever there are news articles and discussions talking about an upcoming Democratic win as if it's already set in stone. It just reinforces the idea that their vote isn't needed, that it doesn't matter, that they have more important things to do than participate in democracy.
It says to them that democracy doesn't need them. That they can do more good waving a sign on a college campus than filling out a ballot.
It's like...I can't remember what it's called, but there's a phenomenon wherein a person who sees someone being mugged is more likely to call the police if there are fewer people with them. When more people also witness the event, it's easier to decide that someone else is taking care of it and there's no reason for you to get involved.
The Democratic turnout problem is the political equivalent of that. Young voters see the Republicans mugging America, and they also see everyone else around them getting upset about it. So they deduce that someone else will surely vote the Republicans out.

It was only a matter of time before someone would be pushed up enough by all the poisonous rhetoric to actually act on it. That nobody died so far is a better outcome than I hoped for, and there is a sliver of hope that this might serve as a wake-up call for some.

People love being in their bubbles, of going through their daily routine of waking up, going to work, coming home, scroll social media liking cat pics and funny videos, paying bills, and spending time with their family to do it all over again, not thinking about the world around them

As for the President? Well Mike Pence gave a fairly long tweet condemning these bomb threats. And all Trump did was piggyback off that by saying "I agree wholeheartedly"

Might be difficult, especially if you account for Sovereign Citizen style incidents (which aren't always politically motivated, but result in radicals who think they don't have to obey the law escalating situations way past the point of reason).
