Putin is fairly hands off from most domestic going ons in Russia and spends most of his time micromanaging foreign affairs and military matters.

He's remarkable uninvolved in most of the awful shit that happens instead preferring to live out his Cold War fantasies.
Not that this excuses him any when it's very much in his power to stop it but it's important to actually get things correct when we're dealing with someone who's got that kind of power.
Oh really when?If Putin weren't pleased by such events, he'd have the responsible parties' heads on pikes. By not being directly involved, he gets that much more shielding from direct responsibility, particularly because Europe doesn't want to risk meeting Putin in kind (such as by inviting Ukraine into NATO and sending troops to clear the "volunteers" from the Donbass, and maybe taking back Crimea as well).

No, he has. The 90s were far far worse than anything you see in Russia today.
He's brought them under his heel for the most part and directed most of their crimes to benefit the Russian state. Most of them, not all of them.
Don't go mistaking Putin for the run of the mill tin pot dictator or for some over inflated crime boss.
He's a hell of a lot more dangerous than that and not just because he's got the keys to Russia's nuclear arsenal.
Oh really when?It's still a bad time. A lot of what allowed Russia to seemingly improve is way more related to energy prices than anything else.
Anyway, this is the US politics threat. Looks like the Republicans plan on running adds pointing to their heroic fight to install Kavanaugh for the upcoming elections. Oh boy, that strategy will soooo backfire, because it will not just pump up Republican voters, it will also enrage Democrats and swing voters (and might put off even more Republicans of their own party).
Putin might not be personally ordering every hit, but the difference is close enough to be academic. He has pretty absolute power in the Russian government, the left hand right hand stuff is more common in the military, which doesn’t always get along with political organizations, and in local politics, which are hilariously corrupt.
It seems likely Putin is at a minimum aware these hits are going on, or worse.
They should have sent a poet.It actually is a fairly important distinction because if people are ordering those hits to please Putin, that means that the culture of murder extends beyond him. Which in turn means that "Wait for Putin to die" is not a viable option for dealing with Russia; his M.O. will outlive him.

Can someone please confirm this?
On a related note, it appears Avenatti's involvement in the Kavanaugh debacle, however well-intentioned, was ultimately counterproductive by shifting the narrative away from Ford
