that’s certainly a possibility. The other possibility, is that we ended up at the wrong end of a big game of telephone, and they don’t know what’s going on either.
We already know how disfunctional this White (Mad?) House is, and the power plays and backstabbing, from previous reporting. From what I’ve seen, no one actually seems to be quite aware of what’s going on, and this might be the result.

Trump does not "hold" elections, states do, plus Congress running the Electoral College. Trump cannot gerrymander anything, states can. The US Constitution isn't that long.
For what it's worth Germany has a lot of British expats and increasing, probably due to Brexit. Apparently in 2017 there was a record high of folks from the US as well, can't find info on 2018.
(Take note that the travel advisories page on Germany says nothing about the fact that waving around things like the swastika or Nazi salutes can get you in legal trouble

The President doesn't "hold" elections in the first place, so he doesn't have the legal mechanism to halt them. If he tried, he would likely be impeached. If an election proceeded and he refused to honor the result, he would be escorted out of the White House by the Secret Service anyway.

Because the President is at the United Nations General Assembly and has a full schedule with leaders from around the world, they will meet on Thursday when the President returns to Washington, D.C.

the axios report that he verbally resigned is false, though there was a conversation over the wknd.
SOURCE- it is becoming less likely that rod rosenstein is out of his job as deputy attorney general by day’s end.

1/ Rod Rosenstein reportedly verbally resigned to John Kelly in anticipation of being fired by Trump. The two will meet on Thursday to discuss the deputy attorney general's future at the Justice Department. While Rosenstein has not submitted a formal resignation, he went to the White House this morning for a meeting where he "expect[ed] to be fired." The news follows reports that Rosenstein discussed the idea of wearing a wire last year to secretly record Trump in order to invoke the 25th Amendment and remove the President from office. Rosenstein has been overseeing Robert Mueller's investigation into Russian interference in the 2016 election and whether any Trump associates conspired with those efforts. Noel Francisco, the solicitor general, would take on oversight of Mueller's investigation and could fire or limit the investigation. On Friday, Trump promised to get rid of the "lingering stench" at the Justice Department and FBI following reports that Rod Rosenstein discussed secretly recording Trump last year. 2/ A second woman publicly accused Brett Kavanaugh of sexual assault when they were both freshmen at Yale during the 1983-84 academic school year. Deborah Ramirez said Kavanaugh exposed himself and shoved his penis in her face without her consent at a dorm party. Kavanaugh's roommate at the time said he "cannot imagine [Ramirez] making this up" and that Kavanaugh was "frequently, incoherently drunk." EDIT: Seriously? This is the page-topper? Okay, in more serious discussion, what all the disparate stories seem to have in common is that Rod Rosenstein has not actually resigned. He verbally offered a resignation at most, which is not legally binding in any way. The ball is still in Trump's court for now.
