No... the article said they initially misreported the number of people in the precinct. So instead of being 670 votes out of 3,704 registered voters (18% turnout), it was read as 670 votes out of 276 voters (243% turnout)
Most states will not let you go vote in another precinct if there is a problem at your present. You have to come back later in the day, or not vote at all.
Again, the basic premise of insider trading is: you know that you are holding something that will soon be worthless. You sell it to some poor unsuspecting buyer, and then a couple days later, they are holding it when it becomes worthless, and you run off with all of their money. Or, you know something cheap is about to skyrocket in price, so you buy a ton of stock before the price jumps, and then sell it to make a killing.
These are unfair and unethical business practices.

Another big point: a second round of more punitive sanctions, one of which could mean cutting all diplomatic ties with Russia (which is an absolute nightmare scenario that nobody, not even Russia hawks, want; having no diplomatic ties with North Korea and Iran are palpable, but Russia is a totally different puppy), are expected within 90 days, which as of today is November 8.....

So it sounds like that 243% turnout is the product of people having to go vote in a different precinct because of shenanigans in their own.
That said, how long until Trump starts crying about "illegal immigrants voting"?
