All we know is that they're certainly trying to do it. And that it will have some impact. How much of one or how badly it screws us over will remain to be seen.
But then, I'm of the mindset that if even one vote was swayed due to Kremlin Facebook / Twitter / Reddit bot bullshit, it's one vote too many.

There's no real way of knowing, though it's worth pointing out that their interference was effective because of how close things were. A few thousand more votes and Clinton would've won regardless of what they did.
It's not like Russian interference is some inherently effective force, it needs existing conditions to exploit. For example their attempt to make the "Walk Away" movement a thing (Democrats leaving their party... for reasons) completely fizzled.
Unless we have an election as close as 2016 (something I doubt is likely) then the odds of them successfully sabotaging the election are low.

I'm not saying we should just accept it. But right now we're not in a position to address the issue. That won't happen as long as this administration is in power.
