The president on his/her own cannot launch nuclear weapons. They need at least one Senate-confirmed officeholder (say, secretary of defense) to countersign. And responding to a nuclear strike by someone else is something many people can do.

That statement he gave out was neither very strong nor a commitment to do anything. (Think of a pageant contestant's answer). And, even if he was sincere, those two positions aren't contradictory. You can wish upon stars for world peace aplenty and still not want those people over here. In essence, I wouldn't read too much into Kinzinger's (or anyone's) shame for inaction.

somethingTheir supporters will cheer them on the whole time. Nothing matters to them, they have no principals. All that matters to them is that they fuck over democrats.
You assume that they will lose in the long term. So far, republicans have been very successful at both long term and short term victories, mostly because their core supporters are morons and democrats can't come to a consensus if the world depends on it (which, incidentally, it does.)
