In line with the general forum rules, 'gravedancing' is prohibited here. If you're celebrating someone's death or hoping that they die, your post will get thumped. This rule applies regardless of what the person you're discussing has said or done.

There are a bunch of rationalizations you can make about Sessions if you choose to discount the accounts of his colleagues and miscellaneous people who have been around him, BUT even if you were to disregard them and just take Sessions at his word he still sounds like a dick. He apologized for the KKK "joke", but his civil rights record since then tells you everything you need to know, that he is a reactionary, which only helps make the defenses of his earlier behavior look insincere and an obvious attempt to cover for himself with facile excuses. At best, he is a casually racist bargain bin "conservative". He's still contributing to the oppression of minority communities at the end of the day and being firmly unrepentant about it.

The article was corrected. Trump did not sign EOs. This was a Congressional bill, passed by both sides of the house.
Also, after looking at the bills themselves, they predate Trump's office. For example, the second bill
was introduced to the house on the 4th January.
In short, these bills are the result of work that's been done via a bi-partisan Congress during Obama's presidency. They therefore have nothing to do with Trump. It looks like he's riding on the coat-tails of this one to soak up some positive press.
Meanwhile, anti-science and de-funding policies that his administration is starting to put into place look like they will remove the ability of these two bills to actually be able work in practice (you can't support the recruitment of women in STEM if your funding has been cut... but since the bill places responsibility on NASA and other STEM organisations to do the recruitment work, the politicians can skip the blame if it fails).

Interestingly (in an awful way), increasing numbers of women in a field tend to lead to a decline in that field/s prestige. note Do I give them enough credit to think of that, though? No, so your explanations are more plausible.
I mean, probably the list of people in the Trump administration who have had shady dealing with the Russians is the list of people who are willing to obey Trump when he instructs them to have shady dealing with the Russians.
This isn't 'Wow! Another Russian spy the White House? What are the odds of that!', this is 'The President is compromised by Russian and keeps making his minions fall on their swords in increasingly ineffectual attempts to cover it up'.
