So calling a Dresden has its own set of Unfortunate Implications but most are standing between statements that the Bombing of Dresden was a war crime because the city was effectively out of the war effort and housing refugees from the Eastern Front to how it was another bombing campaign in WWII and how they kinda deserved it for supporting the Nazi party.
It became politicized as the right wing and far right elements of Germany want to recognize the Bombing of Dresden as a war crime and anti-fascists and other left wing groups simply either don't think that it should be qualified as a war crime or that the victims don't deserve pity because they were either complicit or supporting Nazi Germany, it is the origin of terms like Genocide by Bombing and others like Bomber-Harris, do it again!.

Edit (I will keep editing as I go along): He seems to be taking a clear anti-Russia and anti-Assad stance.
He is giving a bit of a compromising answer, but clearly naming Russia as responsible of the hacking.
