How long is a piece of string? I'm sorry but that question is kind of pointless, you're asking someone to quantifiably measure how Donald Trump would react to events that have yet to transpire.
Entertaining the notion for a second that Trump would attempt that then there is no way the GOP would stand for it on account of the bad optics, the damage that would do to the country and the economy, and how it would keep increasing the chance that the democrats will take the Senate back in 2020 and thus stop them from being able to pass the legislation they want. No matter how much of their souls the Republicans have sold to Trump they're not going to fall on the sword for him unless they're getting something worthwhile out of it.
In my mind, Trump declaring a national emergency to build the wall would be him crossing the line into actual full-blown dictator, as opposed to a democratically elected dictator wanna-be.
We're talking about someone who stated he'd said Mexico would pay for the wall, affirmed that he'd said that Mexico would pay for the wall, then denied that he'd ever said that Mexico would pay for the wall. All in the space of one sentence.

I'm not religious, but I wish I was, just to have the certainty that he would burn in hell for this.

If this actually happens and Trump takes money California needs to deal with the various ass-reamings Mother Nature gives it on a regular basis to fund his precious penis monument, then I will hold every single death that happens in California due to these disasters over Trump's head.
It's not just California that's losing out either. Puerto Rico, Texas, and Florida need that money too.

Disgusted, but not surprised. What’s really sad about this, is that Congress is a Coequal (and arguably supposed to be more powerful) to the executive.
It's almost like he's trying to kill GOP support in two of their key states.
