From what I remember , Schneizel seemed to care about the people he liked as pawns, not as tools, but as pieces in a game of chess. As long as they fulfilled their part in his goals, anything can happen to them, but it's still nice to have them. If he would have completed his plans, it's likely his reaction to everyone close to him would more or less be "They're alright? Hey, that's great! They're gone? Ah well, it happens."
He did try to give advice to Cornelia about Euphemia during the whole Adminstrative Zone to Japan. Schneizel is an even better bastard than Lelouch because we don't actualy see him much in the story while we see Lelouch almost all the time. I actually liked Schneizel but it also made me realize that I am real jobber.
