Unified Modeling Language or sommat. A workflow modeling system designed by a committee, for use by other committees. It makes Ada look like K&R. It's also about as fun to wrk with as the ECMA specification for UDF is to read.

It's not perfect, but it certainly helps. Bad the spammers, the chance of getting them back is much smaller. While it does suck for different people with the same IP(like a Library), nothing is perfect.

I know at school I've sometimes used their library computers for non-academic purposes, (yes, including browsing TV Tropes) but I'll be a lot more hesitant to do so when most of the computers are occupied, because there will be a significant chance that someone in the library urgently needs the computer for something important, like printing off some paper they couldn't print off at home, or sending some email they realized they forgot to send. I'd know because I've been in such situations before, and when each computer is occupied I'd hate to think some people were just there to spam TV Tropes. o.o

Will my account be banned in the process, or just that IP? I know it isn't entirely related, but...
I am now known as Flyboy.If we were to ban by IP, you would no longer be able to access TV Tropes from that particular café or whatever. But we wouldn't ban your account just because someone else used the same IP as you.

Again, the issue is what's being told to them, not the size of the site that happens to tell them. Using their library to be on (let alone spam) TV Tropes has reason to be a concern of theirs regardless of the site pointing it out.
They don't block Wikipedia, do they? We may be a time-waster but one could legitimately claim TV Tropes has learning value.

We do try to keep them from getting out of hand — more than a certain number gets you flagged in our system as a potential troll/vandal. But a single alternate account for use on a public computer is fine.
If you have security concerns, get a USB key and load a secure, self-contained browser onto it. That way nothing you do is stored on the host machine.

Would the long waiting period be helpful? Like, if somebody makes an account on one ip, no more accounts from there can be created for a few months? So, if somebody makes an account using a public computer, someone else can also do that, but much later. And spammers won't be able to create sockpuppets fast enough for them.
