- Utility ability. Does not provide bonuses. Only persons strongly associated with flight can fly, only persons strongly associated with water can waterwalk. Only those strongly associated with artillery can use it. Here is where you include terrain movement modifiers or similar.

How can you be in two places at once when you're not anywhere at all?I will make a note now that while Utility itself cannot provide bonuses, it can eliminate terrain penalties on you or terrain bonuses on enemies.
