Not the intention since we've made jokes about Kevin's name before in the original Morth arc. Kev's first appearance. However I can see why you might think so.

I was actually referring to not expecting the inquisition.

The "naughty boy" I don't catch at all, never seen it. I took Kevin's name as it's own running joke, not a reference.

I'm pretty sure the Inquisition jokes are from A Brief History Of The World (or similar title) History Of The World Part One which was not Python but Mel Brooks.

Gonna have to state to Deboss, no, the Monty Python Inquisition skit was first shown on television in 1970. History of the World Part 1 came out in 1981. So Python pre-dates Brooks by 11 years.
