Anyone hit by a bullet from 1000m high traveling at n times the acceleration due to gravity in a straight line will still get a world of hurt.

If you fire it at the slightest angle, it'll still retain some velocity at apogee, only it's sideways instead of vertical, so the spin of the bullet continues to stabilize it and it comes back down nose-first. That's how accidental gunshot injuries happen.

Mythbusters has tested this.
That's the reason why it's important to not fire at an angle: if you fire at an angle, the bullet no longer "Drops" to being on its side, meaning that its terminal velocity is higher
