Basically this as yet unnamed country is the Wild West incarnate complete with its own Manifest Destiny and conflicts with the citizens of a magocratic Qurac country.

Ok here is the backstory I'll refer to it as R as a placeholder, other letters will be used as placeholders for important.

"R, the Eternal Frontier, named so because it was once the backwater borderlands of a mighty empire and still is long after that empire fell. Though it is recognized as a sovereign nation, in reality it can more accurately be described as a loose coalition of city states. In terms of culture, its citizens hold an oxymoronic vision for their nation. They want to expand the nation's territories east much to the outrage of their eastern neighbors and the great kingdom of D. At the same time they want the frontier to last forever, any strong government would pose a threat to this dream. It was at one point The Nameless, whom had expanded R's territories to its peak a century years ago, shattered the government that once supported them so to preserve the idea of the frontier at the cost of its lands and its safety."

Well it is not exactly. This country is modeled after the Wild West. Its greatest enemy are not some band Magical Native Americans but an already recognized nation of magical Arabs.

It will feature gun toting horseback riders on both sides. Assault rifles to be exact.

Yes a battle of stereotypes. Who hasn't done that before? /sarcasm

So do you think that it is oxymoronic to want to tame the frontier and yet wanting to have it last forever?

If one conquers, the stronger law of the land will put an end that romantic freedom; no more living stories of vigilante cowboys. But if one wants to keep that romance alive, they can never gather the numbers to go beyond a pillage.

Yeah but your story can be at the beginning or during the transition. Even if you do win, it takes generations for it to happen, so there's plenty of room for story.

Colonists' Paradox: we come out here to tame the wild lands because we don't want government interference. But on the other hand, when the Orcs invade, we want the Cavalry to save our sorry little arses. But on the other hand, we don't want to pay taxes in case the government use the military to take away our rights. But on the other hand can we organize ourselves into an efficient Militia?
