They were the first group of seven themes that I could think of. They're based of Neil Gaiman's comic books. It's not even remotely linked to Espada, who were just arbitrarily assigned motifs.
Anyway, I don't think being close to Bleach is bad at all. I mean, using the Seven Sins makes the work close to a lot of other things: FMA, 07 Ghost, KHR etc.
Well, we can also go with the colors of the rainbow.
But then again we can just have animal motifs.

Well you have to survive among the Crossdressers, you can't go outside the very small port town without crossdressing yourself, and there is a Marine captain there who hates pirates. Also, there may be a new villainous pirate, but who knows? For now, just have fun among the whackiness.

I do not see a need to add new npc's or replace them with whole new pirates or marines. What is more, it would confuse people even further in the case of replacement. Why fix something that isn't broken?
I'd say put some captains, or rival pirates. They need not to have government sanction to be antagonistic. Or use the decent amount of NPC's that there is already.
Fair point. In that case, I propose a pirate alliance. A group of pirates amassing military force in take over the Blues. We can have Supernova-level people as the leaders.
If our characters go and beat one of those leaders, the group will have incentive to want to recruit/defeat them, thus giving us a lot of story to work with.

Syndicate of pirates? How about: Greenbeard, Goldbeard, Greybeard, Redbeard, and Bluebeard. As for taking over the Blues, well, our crew is not in the Blues sea anymore. If you want us to say we fought a dude in the Time Skip and now we're feeling the ramifications, then that works.
EDIT: Actually since Greybeard was behind the ghosts thing and it was implied we defeated the ghosts things, ergo we took out Greybeard. The others aren't pleased and I had planned on making Greenbeard attack Okama Beach. How lucky, or unlucky, that the Pirate crew they're after is on the same Island!
(Maybe Blackbeard is taking care of the New World so he came up with a bunch of new blokes to put the Grand Line and the Blues under his control as well.) Blackbeard rules over the other beards.
