Continuously reading, studying, and (hopefully) growing.Meh, I'd say the only thing that's really changed in the last fifteen years or so is the lightbulb went off over people's heads and they realized there was enough of a demand for cute characters that they could build an entire subgenre out of it and make a shitload of money in the process. It only seems like there's more moe out there than GAR because there're so many new shows specifically - nay, aggressively - marketed as moe; think of how Negima, back before Akamatsu sprung his trap and turned it into a fighting manga like he wanted, had press releases bragging about its cast of thirty girls, each catering to different tastes.
Honestly, I think GAR's marketing strategy, honed through decades of selling the little-boy dream, is ironically more subtle - all you really have to do to sell a story full of manly characters is to have the characters act badass, and then sit back and wait for the fanboy word-of-mouth network to spread news of how awesome your show is.
As for which I prefer, well... *shrug*. It depends on the show, and what role the character's meant to play within it.

A True Lady's Quest - A Jojo is You!My theory.....TTGL was too gar, it ended up making every single show after it that attempted to be gar feel less gar than it actually is since TTGL is still fresh in so many people's mind, causing people to (un)consciously compare them to TTGL.

Actually, I'd rather not, being a veteran of many a long and bloody campaign as it is.
As has been well-documented in these parts, my tastes are steeply inclined towards the former, but a significant number of my favourite things feature a combination of both in varying ratios.
I've never been a huge fan of preposterone-charged spectacle, this much I can say.

"Too much GAR" is a purely theoretical term. There is insufficient evidence to present a case for the existence of any sort of upper limit

Anyway, as for the subject at hand... how are they even comparable?
When moe or GAR is done well, they're both enjoyable. For example, the moe character is sweet and endearing and is also a good, interesting character, and GAR is awesome but not overdone and irritating.
So... this question is kind of pointless.

There was a lot more "GAR" than "MOE" a a decade or two. Now, it's the oppisite.
