As a world-building exercise which I totally made up on a whim because I was bored during finals review, I wrote these three pages of notes for a class entitled "Introduction to Magical Theory".

Also: This is the way I usually take notes.

Introduction To Magical Theory

I. Laws regarding (Interaction between):

i. Magic Users
ii. Magical Environment

OVERVIEW

I. Legal Structure

  • Use of the term "paranormal" to describe those individuals and environs outside of the average human being or setting has been widely eschewed in favor of "magic", due to paranormal being deemed a "discriminatory term with lack of clarity". (Also way too long.)
  • Magic/al: Those individuals.... and so on. IT'S UNDERLINED

Education And Control of Magic Users
*Mages are required by Law!! to receive at least a grade XII level of education and discipline regarding their specialty.

  • Healers require at least VIII years of schooling beyond a high school level, or suitable performance when evaluated.
  • Various financial aid should be provided in the case that the mage is unable to pay, by the government.

II. Magical Environments
*Within VI months of discovery or prior evaluation, it must be classified on the Danger Scale and

neutralized accordingly.

DANGER SCALE!!!
Between IV and V are:

  • Training Grounds for Magical Defense!!
  • Private Property
    • Both require licences, demonstration of correct maintainance when inspected.
  • In the case of environments above IV, anyone not a professional in mageoneutralization is to be evacuated.
  • Those charged with neutralizing magical environments must have a licence demonstrating ability to handle environs up to the range specified.
    • Learning Permit: Can only enter between ranges I-IV, with licenced superior
    • Class I Licence: From I-VII
    • Class II: Can enter from I-X, but not allowed to reenter areas below V after working in areas above V, without neutralization and at least VIII hours between re-entry.
    • Fall under Health & Safety Professionals

III. Non Magical Citizens

  • A non-magical citizen is defined as: One who is employed in a profession where contact with magic users or a magical environment is not specified on an official basis, and personal use of magic is negligible.

Non Magical Professions
  • To be classified as a non-magical profession:
    • Contact with magic users must be limited to the point where no more than XXX% of the staff employed are magic users.
    • Contact with magical environs is limited to no more than XXX% of employed workday is spent within a setting equal or below Rating V.
  • There is to be no discrimination between a magic-user and a non-magic user on a professional basis under the law of the Constitution (ugh, I'll just reread it.)

IV. Alchemy

  • Alchemy is the science of studying and/or replicating effects which otherwise cannot be reproduced by an unaided non-magic user.
  • To be an alchemist, one must (arrow pointing at "To be classified as a non-magical profession)

Get notes off Michael. Or Eos will kill me for slacking off.
Or just not say anything OKAY!

V. Magical Defense!!!

  • Magical Defense is defined as any profession in which neutralizing or otherwise containing magical threats oh my god it's still boring.
    • Police
    • Military!!!
    • Health And Safety (safe living conditions: both magical and unmagical professions)
    • Bellochemists and tereochemists
      • Produce weapons and reinforced armour

That's actually pretty cool.

If I actually took notes in a consistent fashion and looked at them more than once a lifetime I might give it a shot.

Hm, your theories seems interesting and reasoned out. I notice some inspirations from Fullmetal Alchemist there. I can't help notice though— Magical Defense!!! Military!!! DANGER SCALE!!! (Holy shit meng!!!!!!!!!!!!!!!!!!!)

I might do this in the fiture, but I have no idea which subject to give my characters.
