Rage Against The State, and all that?
People who completely detest the government and its law enforcement branches do exist. It wouldn't take much for them to convince themselves that they're freedom fighters against The Man, who's out to oppress everybody.

Well, they are freedom fighters against The Man.
You'd have a hard time to make them unsympathetic. It's not like they're killing workers.

While other groups of organized crime are content with making themselves rich in illegal ways, these guys are out for infamy that will live down in history.
Of course they didn't start out as wanting to kill cops, but what would push the leaders to the insanity of wanting to, metaphorically, bathe themselves in the blood of the men and women of law enforcement?
Oh this isn't just a suicide by cop deal either. They plan the attacks and usually leave without a scratch (even when it is head on against SWAT teams). Not even the cops in the helicopters are safe.
Yes, I know they become more like Terrorists Without a Cause if they can do such a thing and that they are just too perfect for any real dramatic conflict.
