I'm wondering how time travel will tie into his characterization at all. There are two ways for this to happen: either it gives him foreknowledge of past events (which Juan vetoed), or he's forbidden from knowing this stuff due to some kind of restriction, a la Mikuru Asahina.
It also brings into question the nature of time in this universe: Stable Time Loop? Set Right What Once Went Wrong? Timey-Wimey Ball? Interesting stuff to think about...

In other words, he knows jack about the future, because time travel changed the world he knew and studied in history as well as the future he supposedly grew up in.
I want his intro in an alley, a la Terminator. Except with no nakedness, if you don't mind.

How about this: Doppler is riding on patrol when he sees a light show that introduces zam's character. Chat chat chat, Doppler convinces him to register due to his technology, comissioner gives the OK, and he's assigned as Doppler's partner as a temporary measure as he's shown the ropes.
As DA...you're unregistered, right? how about...the next moment the group of unregistered characters meets and patrols, they find you?

It's only been two weeks since the registration act was passed, and unless you somehow knew the exact day that it became law you wouldn't know to register.
Exactly; I agree with you. They couldn't've been eating/talking for that long, especially since the siege was conclusively finished by 8AM 11AM at the very latest, if we count the three-hour deadline.
