Quick flood/deluge questions

One of my settings involves a deluge large enough to submerge or split up my geographical counterpart to Eurasia. The flood was caused by a catastrophic war where the four national super-powers had huge numbers of Giant Flyer war-mounts (Eastern AND Western-type dragons, rocs, and firebirds) due to going crazy with a pseudo-arms-race trying to prove that their country's mounts were the best and how nobody dared mess with them, that sort of thing.

Then a war actually happened, and all those giant flyers either melted or broke off enough ice to cause a flood that pretty much split the continent into three parts.

Here's how that's possible in my world: The smallest mounts (Western-type dragons) are 30-50 feet long and make up for their size by being nigh-invulnerable Lightning Bruisers. The largest mounts (rocs and Eastern-type dragons) are 80-150 feet long, and the eastern-type dragons possess really powerful magic on top of their huge size; they are immensely powerful, but not very agile. Firebirds are mid-sized at 40-70 feet and are quite Fragile Speedsters compared to the other three, but they can also set themselves on fire. (It's magical fire, so they and their handlers/passengers don't get burned.)

Faced with drastic depopulation from a huge-ass flood AND a short but intense four-sided war, the countries realized that maybe stocking up on huge and/or magical war-mounts wasn't the smartest thing to focus on. They managed to stop the flood before it got too bad, reparations were made, truce was called, rebuilding took place, etc.

But my problem isn't that. The story starts around 850 years after that war, when the still-flooded area is now called the Cleaving Sea. 850 years is definitely a long time for humans, but even with magic, is it long enough for the proper rebuilding/re-population to take place?

Assuming that society hasn't totally collapsed (which would be kind of hard for a pre-industrial society to do) then yes, 850 years is more than enough time to recover. This site will give you some help working out the cartography of such a world.
