Being able to talk to plushies is a two-fold skill.
1. He has to have talked to them while in his Pokeform.
OR
2. He has to have a plushie that he's previously talked to present.
So, for example, if he's in his Pokeform, and Plushie A talks to him, he will always be able to understand Plushie A. Now, if he's human, and talking to Plushie A, and Plushie B is around and decides to start talking, he will be able to talk to Plushie B. Since this has happened once, he'll always be able to talk to Plushie B after this.
Basically, a plushie that he's had direct contact with can act as a conduit for other plushies.
Ooh, that one gives me some ideas, and allows for easy increasing of WHO he can understand... I like it!
Now we just have to find an abandoned plushie in Almer and I'm all set. >:3
Contact Me!I was actually thinking a Shinx plushie, based on my oldest surviving RL plushie (A lion I got for my first birthday.) A Volcarona could work its way into Umbra's plushie hoard eventually. >:3

Contact Me!Hmm... This reminds me of my idea for Eli, which involves him eventually developing an aspect of him representing his would-be self. (basically an older Whimsicott version of himself that doesn't let fear prevent him from taking action when needed) Maybe after other Pokemon find out about his would-be self, some might try to talk him into getting himself a plushie to project that aspect of himself onto so it won't look so strange for him to talk to it, which he protests. I can imagine such a scene now:
Goggles: <Ooh! We should get you a plushie! What Pokemon did you say he was?>
Eli: <B-But... H-He's not a plushie! And p-plushies are creepy...>
Sunburst: (overhearing) <Yeah, I would be pretty embarrased if my older brother talked to plushies. What kind of Pokemon would take advice from a plushie, anyways?> (snorts) <That's just weird!>

I honestly think that it's fine, since he's been a plushie at some point, and therefore he could have an understanding similar to Pokéform-induced monese translation.
