Game May is the champion of Hoenn in my headcanon, so I'd say May.
Please consider supporting my artwork on PatreonSo, assuming that Anom's Scolipede has managed to get must of the Bug Types in Unova working for him as his own personal army...Well, it wouldn't be easy to fight against, given the sheer variety of bugs in the region.
So, I thought about what roles each bug type could fill in Scolipede's forces, and here's what I came up with:
- Light Infantry - Durant: Since Durant live in large colonies, I can easy see huge swarms of these guys Zerg-rushing whatever Scolipede has decided he doesn't like that day. Not pleasant, no?
- Heavy Infantry - Scolipede: For every twenty five or so Durant, I could see a Scolipede providing back-up with their lightning speed and devastating Poison attacks. That's if they don't Steamroller you into a Pancake first.
- Ranged Infantry - Galvantula: These guys prefer to stay at range and bombard you with 91% accurate Thunders then get in close and fight. And this strategy has worked out pretty well for them so far. And if they don't want to fry you, they can Thunderwave you so everymon else can take care of you more easily.
- Impassable Walls - Crustle: The only way to get through to whatever these guys might be keeping from you from is a fight. And with their high defence, you won't get through easily. Plus they're perfectly capable of dishing out some punishment too.
- Special Operations - Accelgor: You won't know these mons are even there until they've knocked you out cold in less then a split second. Sure, one good hit could probrobly taking them out, but actually doing any damage to these guys would be a feat in itself.
- Heavy Artillery - Escavalier: Not only are these mons capable of withstanding a huge amount of punishment, they're perfectly capable of kicking your butt several times over with their high Attack. Not typically deployed in large numbers, but since they're so powerful, one or two is usually all that's needed.
- Air Superiority - Volcarona: Okay, so you've managed to deal with everything else on this list. You think it's all over, then one of these guys flies in, Quiver Dances a few times, then boom. You're roasted. Volcarona are rarely seen, but if you do happen to see one...Yeah, good luck with that.
So yeah. If we go down this Route, I wouldn't be surprised if the final battle ended up having a War Sequence with Scolipede's army. Of course, this being Pokémon, it would be Bloodless Carnage, and the bugs would mostly be Punch Clock Villans.
So, good idea?
Oh, and I agree with Jane. Wallace and Caitlin would win.

That depends on whether it crash-landed or not. If not, then yeah it has weapons. If it did crash-land, I'd bet that it an enormous effort just to get it back in the sky, let alone fix its weapons.
