Well, let's see.
First off, what kind of world are you getting at? Semi-realistic, or fantasy/sci-fi?
Something to keep in mind about backstory and worldbuilding is that it's all essentially one huge cause-and-effect chain.
So, try this. Come up with a single attribute about your world, whether major or minor, even the world's name. Anything counts. Then, proceed to ask yourself questions about why that is.
And as for where this thread belongs, you put it in the right place.

"Jack, you have debauched my sloth."I'm trying to keep it pretty basic, no tilesets and sprites that aren't default. So more of European fantasy RPG cliche storm. The basic idea is that in a land that is a fantasy counterpart culture to England, their was a succession crisis between two brothers that resulted in a civil war. The Elder brother was defeated and thought killed, but eventually returned as a Demon Lord to retake the throne.* He is resealed, though not before killing the younger brother. The game takes place about 40 years afterwards. Not highly original, but then, that's not the point.

And I'm not quite sure on how to get going on world building and backstory. Where should I start? Also does this belong on writer's block? I wasn't sure.
