You have to remember, Izanami didn't expect anyone aside from the people in her experiment to get Personas, and both her and Ameno express slight confusion and amusement at the rest of the party having Personas and being so skilled wit them.
Unless you are referring to someone else.

Don't PM me. We don't like being PMed.For the record, there's even ANOTHER shadowy organization/entity that's trying to figure out WTF is up with Personas and shit, which is the secret hidden evil person responsible for the events of P4 Arena. 'course, we never figure out just who they are.

The Malevolent Entity is already on "that side" and for all we know, Eerie Voice Guy didn't throw anyone in until Labrys. Who could he? Why would he?
Don't PM me. We don't like being PMed.To be thrown in, you either must have the power(as in Labrys' case, or be pushed in by someone who does(as Adachi and Namatame showed). Erie voice guy was the former, as I recall.
One Strip! One Strip!
I think he pushed her in. She did have the potential,(remember Yuu was able to enter before he got Izanagi) so he was able to do that.
One Strip! One Strip!Speaking of Arena, I want Yukari and Junpei playable.
"Strategy? Spacing? I just keep punching until I hit something." - Sol BadguyHe's Philemon in disguise. Bastard found a way to do more than just observe for once.
One Strip! One Strip!Actually, Narukami had Izanagi from the moment he shook hands with the attendant. You can use Izanagi during the dream battle, though he is just a silhouette admittingly. I guess what should be said was that he didn't awaken to Izanagi until he fell into the TV World.
I'd be fine with anyone from pre-P3, though I know this probably won't happen.
Come on Pierced Ear Boy!
Koromaru wouldn't have to be a time-travelling canine. He could have been a puppy at around the time Labrys was invented. I highly doubt it was him though. The puppy's master called him "Snowy." Actually, weren't they on a small, private island? What would a puppy even be doing there?
Anyway, I definitely want to see him again.

Loves feel-good animation a whole lot.

My guess was that he just wanted to be rid of the people from the real world interfering with things in the TV World, and thus empowered/manipulated Shadow Teddie thinking that he'd be able to do it.
Remember, the Investigation Team were the only ones aside from the victims going into the TV World at that point in the game.
