It's not always efficient (in fact usually it's terribly inefficient), and it's not terribly benevolent (or at all) to people besides its citizens, but to it's citizens it's pretty damn good.
I mean, it could certainly be better, but I don't see why everyone hates it so much. It's got a better track record than most large organizations.

No for the reason that most of these things could be handled without government and frankly should be. You're going under the assumption that a centralized government is the only way to attain these services when it pretty much sucks at doing that.

(If you had phrased it "do you enjoy houses that don't fall apart in a 5.0 earthquake or F1 tornado" then you might've had a point.)
