Sort of. The main difference between Exusiai's basic◊ and Elite 2◊ version is that she unzips her jacket in the latter. She does gain better stats and skills with Elite 2, so I suppose you can count it as a different "form".
I don't think so. Despite being raised in a strict theocracy, Exusiai isn't the kind who likes to judge others.
