Well, Goddamned Bats apparently has several definitions, one of which is an enemy that harasses you more than being a real threat. High encounter frequency is one method, Standard Status Effects is another.
An Ear Worm is like a Rickroll: It is never going to give you up.Eh, the main thing is that a Goddamn Bat's effects aren't particularly lethal, just irritating as opposed to those of Demonic Spiders, which are both annoying AND dangerous. Which category Confusion Inflicting Attacks fall under depends on who you ask; some players say it's little more than an inconvenience or stall tactic while others have war stories about losing their level 50 Blastoise to a level 39 Golbat because of the self-inflicted damage.
In the case of the SE pic, Red's facepalm (and the suggested caption) in the last panel helps make it work because it's almost like he's saying "Not this again!"

I agree the OP's second suggestion, while not high on the art quality, does get across the idea of wads of annoying minor enemies. Also agree we don't need the second panel:
