As far as I can tell, the latter appears to be the broader trope, but has fewer examples. Unfortunately, the descriptions make it hard to tell the difference, and I'm really left at a loss as to just what makes these tropes different. Anyone?

My impression is that the Badass Unintentional is more focused towards "conventional" heroism—beat up the bad guys and all that. The Action Survivor's more of a thinker (if not necessarily a planner), and runs rather than fight against overwhelming odds.
