Maybe they just don't know what to do with her in the games? So they don't bother having her included if she doesn't have a clear role or arc.

- That Sonic is until recently the only playable character
- that Cream is still a minor
- and that her powerset is kinda redundant (her only power is flight and Tails also has that) which excavates the issue with point one. Though that is more minor in comparison.
The best thing to do for Cream would be to have a game focused on...Amy
Hear me out. Frontiers had implied that Sonic's friends will be doing some adventuring on their own. While it is very likely those will be off-screen there is some potential for spinoffs here. Cream has been heavily established to be close friends with Amy (and Blaze) and it is unlikely Amy would cross paths with Tails often enough to rely on the fox. So there is an opportunity for Cream to have a more prominent role in an Amy-focused game when she would in a Sonic or Knuckles focused one (Tails is more iffy, the paring can work if the devs focus it entirely around flight mechanics)
If the comics are any indication Cream is more of a civilian nowadays instead of going on adventures.

I like the idea of Team Rose for Amy, but what about Tails and Knuckles? Would Knuckles team up with the Chaotix again, even though he's barely associated with them nowadays? Tails doesn't have a supporting cast. Would he work with Team Dark for the contrast? Eggman and his robots, a "nerd squad"? The Babylonians, since he can fly and they're birds? Or would Tails just be alone? That last option seems too depressing.
Tails has a bunch of personal villains, at least, though he doesn’t have any personal friends or people to interact with beyond the usual of Sonic’s friend groups.
They could always give him characters from IDW, provided they’re serious about the games using stuff from that medium.
Or they could just create some new characters. Like, if a Tails game has him fighting the Kukkos again, they could make a good Kukko for him to be friends with.

I'd think A Tails game would likely lean into a mix of the usual and a more robotic supporting cast. Given his coming off as a heroic foil to Eggman.
As for Knuckles, the Chaotix are prolly out partly due to Penders, but Rouge is more likely and there is the possibility for more treasure hunters getting involved (maybe even bounty hunters like Fang).
I'd love another Tails Adventure-style game. (Especially cause I never beat it...)
The Protomen enhanced my life.I'd love a Tails-centric game where Eggman is in it but isn't the main villain. Tails and Eggman have a neat dynamic that only gets to come out sometimes because Tails is usually with Sonic whenever they interact, and Sonic is the focus of any scene Sonic and Eggman are in. But when we do get to see it, they're both huge techbro nerds with vastly different scruples and it's a lot of fun to see them bounce off of one another.
So in a hypothetical Tails game, I'd want Tails to develop his own archnemeses and stuff to fight, but I'd also want to see him have some screentime to bounce off of Eggman without Sonic around.

Sonic, Tails, Knuckles, Amy, Cream, Espio, Charmy, Silver, Blaze, so on & so forth
The only characters who aren't are Eggman, Eggman Nega, the robots (irrelevant), Shadow (technicality, given he's artificially created and his age is listed as "unknown"), Rouge, Big, and Vector.
And even then you wouldn't notice at first glance because they're all cartoon animals, with Cream and Charmy being the exceptions because they're much shorter and have more childish voices, whereas the others sound older.

I mean, that's kinda how Sonic Adventure 1 did things all the way back then. It took the classic games as reference, and just kind of picked up on the general understanding that you knew who everyone was. It helps the introductions summed up who they were, and just moved on. Like, the first time you'll see Amy, she's already helping the bird, wanting to hang with Sonic, and being a bit of a ditz. It tells you everything you need to know. There's an economy of storytelling I've come to appreciate about that era in hindsight. Even the often memed "Long time, no see!" shows everyone knows each other in as few words as needed.
