Initially Amy was another cutesy character Sonic rescued who tried to tag along with him. While she did have a crush on Sonic, it was more of the precocious kind, so she coded younger. In the first Adventure, her arc was even fairly similar to Tails’.
Then around Heroes and Sonic X they really started pushing Amy as a Distaff Counterpart to Sonic. She was still quirky and childish, but she had her own team, and she as more domineering and confident. I could see Heroes-Unleashed Amy being younger than Sonic still, but definitely older than Tails’ age.
And now starting with stuff likes Forces and Boom Amy’s been straight up depicted not just as Sonic’s Distaff Counterpart, but as his equal with the same level of maturity and respect in the group, and on a personal level she’s unwaveringly treated as “Sonic’s old friend” vs “Sonic’s tagalong.” Some works even treat her as the Team Mom.
So it’s not surprising that we can look at her original official age and go “huhwha?”

Amy was absolute treated like a tagalong up until like the late 2000's, to the point where Tails was more trusted than her in things like Sonic X. But naturally, it wasn't a good idea to have a character who your main characters were annoyed by, so Amy just transitioned to being a friend on equal footing as Tails and Knuckles after a while.
Her age is basically The Artifact. Her and Tails were the tagalong children, while Sonic and Knuckles (15 and 16) were the manly-men who got shit done.

No, but really, I'll never understand why Sega just won't give out the ages anymore. They're very clearly kids (well, except Rouge, Vector, and MAYBE Big). Especially Tails (my son), Cream (my daughter), and Charmy (my...nephew...lol).

Shadow felt too social. Comparison sake, you don't ever expect Kaiba and Tea to hang out. Same deal with Shadow, you don't expect him to be social with the gang unless they are in his way.

That said, Murder! Shadow probably was inspired a bit by his Twitter incarnation, who is fairly social if grumpy.
