It's definitely a crack idea that won't happen but perhaps in a future issue, Dr. Starline's corpse is found and later resurrected by a depowered cloak wearing Infinite. Starline's revived self would resemble one of his beta designs (the one with a mechanical implant in his head wearing a red trenchcoat) and the two would plot revenge against Dr. Eggman with the heroes being caught in the crossfire.

They already mentioned Tangle in Sonic Frontiers So it's possible that Starline might appear in the games at some point.
I love animation, TV, movies, YOU NAME IT!Dunno. There's a pretty big gulf between Tangle being mentioned into a hidden throwaway voiceline and Sonic Team actually being willing to induct characters from third party media into their canon playground.
More likely if they want an animal-person villain, they'll just make a new one. I'm actually kind of expecting it at this point. It'd be a waste of Ian Flynn not to.

I will probably be a villain with white fur that is in the same group of animals as Echidnas and Platypus.
Following the four predecessors:
- Doctor Zachary the First villain with white fur.
- Doctor Finitevus the Second villain with white fur.
- Imperator Ix the Third villain with white fur.
- Doctor Starline the Fourth villain with white fur.
I don't know about you but I am sensing a pattern.

- Sally and Blaze are both princesses who partake in the action. However, Sally is a love interest while Blaze's relationship with Sonic is purely platonic. Blaze also starts out as being more aloof than Sally.
- Rouge and Fiona are femme fatales but Rouge is more on the side of the heroes while Fiona pulls a Face–Heel Turn.
- Shadow and Scourge are both different takes on a "Dark Sonic", with Shadow becoming a hero while Scourge remains a villain.

We can go deeper.
Sally is a guerrilla fighter trying to recover her kingdom from Robotnik's rule, and afterward, her duties vary between her kingdom or her friends. Blaze by contrast has the weight of the world on her shoulders due to her duty as a guardian, and due to always being alone. I think that's the key difference, Sally is a team-fighter, but Blaze is a loner.
Rouge is a catwoman-like thief, only interested in her materialistic needs; Fiona, because of her trauma of the world letting her rot for years, has disdain for people which is why she joins forces with Scourge, who is a Sonic who enjoys inflicting pain on others.
Shadow is a pure being, aloof and serious, motivated by tragedy and with disdain for humanity who took everything he ever knew away from him, and one of his goals is to prove he is real. Scourge, however, is a brat and bully who wants to get out of Sonic's shadow (similar to Metal Sonic) and to everyone kiss his feet, as he relishes in being evil.
To win, you need to adapt, and to adapt, you need to be able to laugh away all the restraints. Everything holding you back.Scourge and Infinite would make a funny pair when you put it that way.
Re IDW. Id think there is still too large a divide for any comic characters to appear in the game themselves beyond speed runner gachas. I get the impression that SEGA of Japan is very in the Only the Creator Does It Right mindset (the creator in this case being them despite the whole Ship of Thesius thing) and sees any western concepts as too unworthy for inclusion in their canon, even if they're willing to hire western writers like Pontaff and Flynn.
For that reason I'd suspect that they would instead have Flynn create new OCs under their watchful eyes before adapting the comics cast or the Freedom Fighters, Cosmonote and Sticks despite owning those charterers, even without Penders' legal tantrums.

yeah it is a bit of a strech to say that those guys still hold any major influence.
besides we all know it was the 06 devs that are responsible for the franchise's current state
