Right around when they were adapting the Adventure games, Archie had to come up with a plot involving Robotnik having multiple premade bodies he could sync his mind to after his old one was destroyed.
EDIT: Oh right, forgot about Robo Robotnik. Wouldn't have remembered where he fitted in.
The closest we've ever gotten to Complete Monster Eggman was a tie between Fleetway and Sat AM, although Sat AM Robotnik sought to take over the planet versus just outright destroying it regardless of his own wellbeing like in Fleetway.

How can a hero keep a CM nemesis? Surprisingly, I think the only hero who does is Batman, and that is not a good comparison. The Joker is the most popular character of the Batman mythos, but one of the most controversials because he makes Batman look inept. "Why doesn't Batman kill the Joker" and all that.
Honestly, as much as I dislike this guy, this person once compared Eggman to Team Rocket to Flynn in a Bumblekast. This is not accurate to Eggman's character...but it's not inaccurate either. Eggman is just a weird character, a Saturday morning villain who cannot be truly defeated nor get rid of. I'm not surprised Sonic X turned him into a nicer version of him, and a meta guy. He was fun in the Metarex arc.
I'm not surprised many fans prefer to see Sonic fight someone else, and it makes sense: young children like cool and dark villains over campy silly ones. It's why Mephiles had an audience, and why Dragon Ball has Cell and Goku Black.

The common examples are from American superhero comicbooks like the Joker, but video game franchises like Sonic the Hedgehog can also do this with major villains if they choose to. Aside from being disliked by some members of the fandom, which doesn't actually matter, there's no reason ANY long running video game franchise doesn't do just this besides not being interested.
Since we are on video games, the other way they do it is constant reinvention of either the same character or the franchise itself in different contexts. Megaman has two different timelines where Dr. Wily (not a complete monster but using him for the sake of the argument) is the Big Bad, his character staying more or less the same character but doing different things to express his villainy. Another example is Ganon from The Legend of Zelda, where The Big Bad is reinterpreted in game new game even if he's still the main villain.

My girlfriend and I continue to argue which Silver appears in generations. As it could be either the Rivals version or the 06 version.
Points in the 06's corner is that Silver doesn't attend Sonic's birthday party in the begining before the time shenanigans, if he had it would have had to have been the Rivels version, who then got sucked up into the time weirdness.
Also because 06's events were erased from the timeline, Crisis city shouldn't be any easier for the time monster to grab than the 06 Silver: if one can appear, why not the other.
But my main argument against 06 silver is that resolving the timeline at the end would in theory delete him? And that's just needlessly cruel. And if he DOESN'T get deleted, that means going into Forces we then have two Silvers knocking about, which there's no indication of.
I just prefer the reading that the Silver in generations was the Rivels version who was separately investigating the time problems and got stuck. None of the other characters we save are ressurected history characters (save for classic tails); once they're saved they have their current memories rather than the view point of the moment in history their level was frozen in.
I wouldn't mind a storyline in the IDW comics where it turns out there is both a rivals and 06 version of Silver coexisting, but it does seem needlessly complicated if you can't spin a worthwhile story out of it.
I suggested Stc Robotnik for complete monster only for it to fail because he is Made of Evil.

The attempt the film did to make him Into weird quasi sympathetic character was absolutely despised since Thats not why people like him. That What if totally excised it), Red skull for captain America, Eobard Thawne for the flash.
The reason these characters stay is because their iconic. I don't think we'd have as many of the best captain America comic runs without him being able to bounce off Skull who represents everything Steve hates. In contrast sonic is a much lighter work tbh so having Eggman as a recurring pure evil villain doesn't really fit.

By channeling my divine rage into power, I have forged a new instrument in which to destroy you."Yes and No. I generally agree that Eggman shouldn't be just "pure evil", but at the same time he works much better as a foil for Sonic when they lean more into his negative traits imo.
I feel like one of the biggest issues with Eggman, like basically every cast member to an extent, is that the series has never really settled on if Eggman is a generic Saturday Morning Cartoon villain whom the heroes barely take seriously or an actual Arch-Enemy who they need to be weary of. You can argue that's part of the point, but that just reads as inconsistentency to me.
Frontiers spoilers: They walk back on so many of his negative traits in trying to emphasize his dynamic with Sage that it's gonna feel jarring if he defaults back to cartoon villainy in the next game tbh.

How evil or silly eggman is varies per game for the simple reason that is at the level its required for that specific game.

As in, he believes the world would be better off under his control. Too bad he is a manchild whose arrogance blinds him to his faults, and, at the end of the day, all he wants is go MINE on everything.
And, of course, he has to have a degree of competence. Not the tonal dissonance of him having pretty much WON in Unleashed, but still getting consistently sassed by Orbot as if he was bumbling it up.
He ough to be goofy, but also not harmless at all. Competent, but not perfectly competent. And, of course, when self-preservation of him or his potential objectives is threatened, truces are to be expected.
I mean, the guy had a fucking spare Egg Carrier that used to go down on Perfect Chaos once he was out of his control.
Plus, he scratches his ass while watching the news.
Most time he would make a truce with Sonic and friends.
However Robo Robotnik killed everyone on his world with nukes. Sonic The Comic Robotnik did ally with Sonic against the Brotherhood of Metallix but after so many defeats tried to use the Phax wish granting machine to try and kill all life on Mobius and Earth. After that his only plan in the comic was to lure Chaos and the Freedom Fighters to his retreat so he could watch how the world ended, not caring that he would die too.

I just can't take it seriously when they try so hard to humanize him, but then flip him back to mustache twirling villainy the next second.
And yes, I have the same issues with Bowser and even then, they haven't really taken him seriously as a threat since Jr was introduced with the sole exception of Galaxy and it was a pretty jarring shift at that.
For the most part, Bowser isn't treated like a hated enemy, but as the friendly neighborhood villain. Causes some trouble but nothing that's too destructive.
Eggman literally takes over the world and tries dropping a sun on the heroes in the last game, and then in the next one he's bonding with his AI daughter and taking a backseat to the real threat.

And in case you point at the elephant in the room: I headcanon that was Sage idea, Metal Sonic just rolled with it and Eggman was amused. She is the one who wants a family born of love.

So, Archie took a lot of inspiration from the cartoons, so Eggman had his grotesque SATAM design and went by Robotnik. That Robotnik dies in issue 50, but when forced to bring him back, instead of reviving the original, they have a completely roboticized version from an earlier issue show up, and when his cyber body gets destroyed, he takes on his modern design.
But for simplicity's sake, outside of one gag issue, people tend to forget that the Eggmen are two separate people, even his own family.
