The first Rivals at least is definitely canon because it's the first time chronologically that Sonic and others met Silver, due to 06 getting cosmically retconned. And while the games weren't released in Japan, they were directed and written by Takashi Iizuka (there's also lines that sound translated to me, which would mean there were Japanese scripts lying around and it's weirder that the games weren't released in Japan). I believe there's also been comments from Iizuka in interviews saying that Rivals' backstory for Eggman Nega (that he's Eggman's descendant from the future) is the canon backstory for him over the implication in Rush that he's an alternate universe Eggman.
I don't know why there would be doubt that Rivals 2 is canon if there's no doubt Rivals 1 is. It's not like there's specific evidence against Rival 2 being canon.
The question on timeline placement has a point, but there's still nothing to suggest that it the games around it don't just happen in release order (like there is with something like Battle).
I'm actually surprised that Starline got killed off so soon into the comics. I thought that Starline would have lasted longer in the comics to become a recurring villain. But, I guess that's what makes him stand out from other villains as he was one of the rare villains who got killed off so soon after his introductory arc.

He even suggested picking up where Metal Sonic left off after Eggman was restored, because he saw the value in the plan, but Eggman decide to avoid recycling an old scheme and move onto something new.
That something new was, unfortunately, the Metal Virus.
