Honestly, all of Rouge's outfits have been great. Her standard outfit has catsuit elements, but set the tone for full body outfits for action girls in the series, and was nice contrast to Amy being more ladylike, with Blaze as a middle ground of the two. Heroes was probably her worst look, but it still had catsuit elements, and was improved upon greatly with Dash. The Luchadora and alt outfits in SA 2 knew their audience well, and her Riders and Witch outfits were great sportswear and costuming, respectively. Even Rebel Rouge and the other variants from Prime are great.
Outside of Heroes, I'm not sure what outfits of Rouge would be classified as ridiculous...

Rouge is always stealing the show.
Huh. Rouge is one of the few Sonic characters that doesn't have any red on her. The others are Espio, Charmy, Cream, and Cubot.
I happened to find that outfit fun, even if it was trying too hard to be sexy, and stood out compared to Knux, Shadow, and Sonic getting spacesuits.
Still, at least it wasn't Eggman's Run–D.M.C. outfit.

Check out my art if you notice.Speaking of outfits, if Sega were to redesign the cast for a generation of mainline games, It'd be interesting if they ventured beyond just gloves and shoes like your casual rubber hose toon. I remember seeing concept art for a SATAM reboot manga that had Sonic fitted with a bomber jacket. No, I'm not accounting for the Boom series for as much as I enjoyed that, a lot of characters still appeared nude-like. A lot of newer characters in IDW are draped up and I'd like to see something similar to the main cast.

It's also funny seeing Shadow here after having read the first couple volumes of the IDW comics. I know it's been mentioned on this thread that this game makes him more Twitter Shadow than actual canon Shadow, but I like his characterization here more than his characterization in those comics. Though I also dig his Sonic Prime characterization.
Blaze is hilarious here. And she's got a really fun dynamic with Rouge. Speaking of whom, Rouge's outfit is incredible. Honestly all the outfits are really cute.

x6 I mean, Sega only did the bare minimum for Sonic's modern design when Adventure dropped; Green eyes and a taller, slimmer physique. For 20+ years that's all we had and no, I'm not distinguishing 2D Modern and 3D Modern as separate designs.
All I see is Classic and Modern. That's probably why everyone's been scratching their heads trying to figure out what the devs meant by Sonic Frontiers being "3rd Generation."
